A service for renewing official documents for adolescents who lack social care, ensuring the continuity of legal and social care, in coordination with the relevant authorities, while maintaining the confidentiality of cases and taking into account the best interests of adolescents.


  • Young people of unknown parentage or whose mothers are known only, over the age of 21, who suffer from weak or no sources of income and need financial support to secure their basic living needs.

  • Executive Council Resolution No. (33) of 2024 AD amending Executive Council Resolution No. (29) of 2023 AD regarding the formation of the Permanent Committee for Those Losing Social Care
  • Federal Decree-Law No. (24) of 2022 regarding persons of unknown parentage
  • Federal Decree-Law No. (41) of 2024 regarding the issuance of the Personal Status Law
  • Cabinet Resolution No. (54) of 2024 AD issuing the executive regulations of Federal Decree-Law No. (24) of 2022 regarding the Levant of persons of unknown parentage
  • Submit an application to the Minors Services Center.
  • Study the case and verify the required documents.
  • Preparing an official letter addressed to the concerned party.
  • Deliver the letter to the foster family or the youth, or send it directly to the relevant authority.

  • The child must be of unknown parentage or known mother and registered with the department.
